Posted - 02 Mar 2004 : 12:08:16 It is more like A House Divided...operational/strategic level conflict simulation. It has some elements that give it a wargame-like feel but somewhat less so than a House Divided, in that diplomacy is as important as the interaction between the fighting units. And, unless the civil war game has been radically redesigned, it lacks the card-driven mechanic that forms the basis for The Age of Napoleon. But enjoy them both, they are equally great games!!!

In the true sense of the word only A House Divided / North & South is a wargame in my opinion. This game simulates the strategic aspects of the American Civil War very well, while Nero and Waterloo are more games than simulation.
Another option is to wait for the release of Age of Napoleon. I've got high expectations about this game.
